National Entitlement Card without free bus travel
Even if you're not eligible for concessionary bus travel, or it doesn't interest you, you can still get a basic National Entitlement Card (NEC) if:
- you are aged 12 to 59 years
- and live in Scotland.
You can use it for various local services, including library / leisure membership, local discounts, cashless catering in schools etc.
If you are aged 12 to 25 you can apply for a basic NEC, but can opt to have a Young Scot branded card. This will give you additional benefits: check out young.scot for details.

To apply online you will need:
- A mygovscot or Yoti account
- Proof of your age
- Proof of your most recent permanent address
- Proof of Photo ID: passport or driving licence
- Passport style photograph- head and shoulders taken on a white background
- A device with a camera (laptop/tablet/phone)
Or apply in person
You can apply in person if there are specific reasons you cannot apply online or through Midlothian Schools.
- Download an application form or get a paper form from Midlothian Libraries (we cannot post forms).
- Return the completed form with all relevant proof to the library. Allow up to 8 weeks for paper applications.
Applying via Library/ Midlothian Council may take longer than applying online. This is because we must carry out checks before we approve an application.
